The experience of South Africa’s Truth and Reconciliation Commission exposed important debates in theory and in the South African social context over the concepts of responsibility and accountability for human rights abuse. This approach raises important theoretical issues, which include: the relationship between individual responsibility, collective responsibility and the influence of “the system”; the nature of collective responsibility; the nature of morality; the distinction between moral and political responsibility; and how individuals and collectives can or should be held accountable. In a detailed analysis of the TRC, this work seeks to draw out how these theoretical debates were present within and impacted on the TRC’s work. This has impacted negatively on how the TRC was and is perceived. Its implicit approach was to emphasise collective responsibility, and to make a moral argument for individuals and collectives to accept responsibility and hold themselves accountable by contributing to future change. It was impossible for the TRC to satisfy everyone and resolve these debates, and its approach led to unrealistic expectations of its work and its role more generally.

|Human Rights in Australia. Looking Forward, Looking Back Anthony G. |
These include the recent laws allowing groups to be outlawed based on a politician' s declaration, laws that limit the right of an accused person to jury trial, both at the national and regional level, laws that restrict voting rights, laws that restrict the ability of a person to work in different regions within Australia, and laws that allow a person to be detained based on an assessment of their future risk to society. Deficiencies in rights protection in Australia are identified and possible solutions suggested. The book discusses theoretical justifications for the power of judges to declare laws inconsistent with human rights to be invalid, including social contract theory and modern versions of democracy. In this context, comtemporary human rights issues are then considered. This book discussses historical aspects of rights protection, including Diceyan concepts of parliamentary supremacy and the rule of law, before considering historical support for limits to the power of Parliament. The current rights debate in Australia is a long-standing one, in the context of one of the few countries without an express bill of rights.

|Prevention Of Unsafe Abortion through Legal Reform. International Human Rights Law and National Implementation in Ethiopia
The international community recognised unsafe abortion as a major public health threat and reached on a consensus to deal with it accordingly in the 1990' s. Although multiplicity of factors relating to poverty and lack of resource affect the incidence of unsafe abortions, strict and prohibitive abortion laws are proved to be the major contributors. This book looks at the international legal foundations of reproductive health and demonstrates how these international standards find their way to national laws of states which are hard hit by the problem. Studies show unsafe abortion is the second major cause of maternal mortality in Ethiopia. In addition, Ethiopia went through a reform of its abortion regulations recently. The author used these facts to show whether international standards regarding abortion are incorporated in to the new Ethiopian law. In this modern era it is possible for international law to permeate state barriers and regulate matters which were traditionally left for states. The issue of unsafe abortion is one of these matters.
