Secondly, UWC experienced a rapid decline in its student numbers between 1996 and 1998 which threatened the survival of the institution. Finally the South African national education legislative and regulatory environment supported and encouraged the implementation of RPL at institutions of higher learning to contribute to social redress and social equity This research investigates how Recognition of Prior Learning (RPL) in higher education promotes social transformation. This research highlights the fact that RPL at the University of the Western Cape took place within a particular historical and social context. Firstly, the location of RPL within the discourse of lifelong learning contributed to its transformative potential since; inherent in lifelong learning is the promise of social inclusion which incorporates the need to broaden access to learning opportunities. Through analysing a specific RPL programme, some conclusions on this matter were drawn. This research, a qualitative study, analyses official documents, institutional reports, learning portfolios - produced by RPL candidates wherein they narrated their autobiographical learning histories.

This is an account of students' acquisition of academic literacy at the University of the Western Cape, South Africa. Located within a broadly socio-cultural and contextual approach to literacy, it demonstrates the interrelatedness of issues of second language and academic discourse, and affirms the significance of prior learning in higher education. The monograph argues that policy planners and lecturers should investigate, and take into account,their students' prior learning, in order to enhance student engagement and academic success.

Through a critique of Ball' s (1990) policy analysis framework this work explored the influences that led to the deregulation of international student recruitment(' the policy' )and the development of pathway programs in the Australian tertiary sector. Ball' s framework is extended to include Marginson and Rhoades' (2002) glonacal heuristic to analyse the global, national and local contexts that contributed to the creation and implementation of ' the policy' . The development of pathway programs was chosen as one aspect of implementation allowing a study that progressed from macro to microanalysis of ' the policy' cycle. The study examined the key ' players' who contributed to' the policy' s' creation, the ideologies that influenced these individuals and the contexts within which decisions were made.
